Local trucker Scott Stafford stopped to speak with Holly Cogger, who was among the first to work at the Couchiching toll booth once it was set up late Friday afternoon on Highway #11 just west of the Noden Causeway. Some motorists, like Stafford, have been refusing to pay the toll.
