Carmen Hebert, above left, performed “Popular” from the musical “Wicked,” earning the Vocal Teachers’ Award for the most promising vocalist, 11 or 12 years, during the 75th-anniversary “Highlights” concert of the Rainy River District Festival of the Performing Arts yesterday afternoon at the Townshend Theatre. The most prestigious awards—the coveted Rose Bowls—were presented to Mackenzie Wright (drama), Emma Dykstra (vocal), and Raymond Polz (piano).
