Kelly Jolicoeur, superintendent of the Fort Frances Jail, made a close shave on correctional officer Gloria Tibbs on Friday at “Locks for Locals,” a fundraiser for the Fort Frances Community Chest. The event—also featuring Sgt. Chris Bonner-Vickers having his long-time moustache shave off and a barbecue—raised about $2,300 in all.
