The Portage Avenue underpass was open to traffic Tuesday during hours it should have been closed due to a contract dispute, Operations and Facilities manager Doug Brown reported. However, the issue of the elevations of the shoe pilings was resolved and work has resumed, meaning the original closure schedule is back in effect.
