Town requesting ODRAP extension

The town will be requesting an extension to its existing Ontario Disaster Relief Assistance Program agreement from April 29, 2016-Dec. 31, 2017.
Town officials met with a Ministry of Municipal Affairs and Housing representative on Aug. 25, at which time it was apparent that all of the infrastructure damaged as a result of the June, 2014 flooding would not be repaired prior to the expiration of the ODRAP funding agreement next April.
Work that still needs to be completed next year includes:
•removing and replacing 400 metres of sidewalk along Calder Drive;
•installing 400 metres of surface treatment to a section of Calder Drive; and
•replacing storm sewer infrastructure at the intersection of Minnie Avenue and Front Street.
Dec. 31, 2017 is suggested as a date because one of the terms of the existing agreement is a municipal auditor must complete an audit of the grant money received.
Money from the 2016 work will not be released until October, 2017.
Also at Monday night’s meeting, council:
•agreed to the recommendation of the Administration and Finance executive committee to deny the request for sponsorship from the Fort Frances Girls’ Hockey Association;
•agreed to the recommendation of the Administration and Finance executive committee to receive the Amended Property Assessment Notice for property located at 520 Eighth St. E. for the 2015 taxation year;
•agreed to the recommendation of the Administration and Finance executive committee to purchase a Sharp MX5141N digital colour copier (network ready), with heavy duty stapler, from Wilson’s Business Solutions for $7,910 plus applicable taxes;
•referred a request from The Shops on Scott (BIA), re: relocation of a mural and sidewalk brick replacements, to the Operations and Facilities executive committee for its recommendation;
•referred a request from The Shops on Scott for tree removal to the Operations and Facilities executive committee for its recommendation;
•instructed the Police Services Board to include permanent radar speed signs in their 2016 capital budget submission for council consideration;
•agreed to enter into a five-year agreement with Emterra for recyclable haulage services and processing services commencing on Sept. 14, and executed the appropriate bylaw;
•approved hangar lot leases (at $1.74 per square metre) with Hank Didler, Gary Knotz, Patrick Langevin, and Brian Church for the next five years;
•agreed that, due to extenuating circumstances with Emo’s drinking water system, council would authorize a deviation from the established bylaw rate of $24.62 per cubic metre for potable water to the non-residential rate of $5.06 per cubic metre in regards to billing Emo for this supply of water, and further that administration invoice the Township of Emo for 323.675 cubic metres of water at $5.06 per cubic metre for a total of $1637.80 (no HST);
•endorsed the signing of the 2015 Provincial Child Care Wage Enhancement Agreement with the Rainy River District Social Services Administration Board, and passed a bylaw to do so;
•agreed to the recommendation of the Administration and Finance executive committee to enter into an agreement with TD Merchant Services for point of sale payment systems at various town locations;
•agreed to proclaim Oct. 8 as “Child Care Worker & Early Childhood Educator Appreciation Day,” as per a request from CUPE; and
•agreed to proclaim Oct. 19-25 as “Waste Reduction Week in Ontario,” as per a request from the Recycling Council of Ontario.
