Some new faces on annual ‘sunshine’ list

The numbers may have changed, but it’s mostly familiar faces when it comes to those in the district who were included last week in the Ministry of Finance’s annual list of public-sector employees who earned more than $100,000 in 2009.
Rolling out on top for this region once again were Senior Justice Donald Fraser at $263,696.37 and Justice Alan Thomas McKay at $245,422.45, whose salaries actually both were down from the previous year’s amount ($299,460.77 and $252,866.07, respectively).
Wayne Woods, CEO of Riverside Health Care Facilities, Inc., also saw his salary decrease to $228,000 for 2009 from $245,417.38 in 2008.
New this year, and also making over $200,000, was the Northwestern Health Unit’s Medical Officer of Health, Dr. James Arthurs, who earned $222,345.55­.
Meanwhile, Crown Attorney Robert “Buster” Young saw his salary for 2009 jump from $198,798.77 to $199,019.50.
Local Justice of the Peace Pat Clysdale-Cornell also appeared on the list, with a salary of $115,127.53—though down from $155,079.90 in 2008.
And after stepping down as leader of the NDP, Kenora-Rainy River MPP Howard Hampton’s salary dropped to $124,155.76 last year from $156,987.72.
While some saw decreases, others saw their salary increase.
Town of Fort Frances CAO Mark McCaig rose to $132,486.77­ in 2009 from $120,673.69 in 2008.
Family & Children’s Services executive director Vik Nowak saw a slight increase from $114,322.74 to $115,489.99 while Donna Dittaro, CAO of the Rainy River District Social Services Administration Board, went from $113,252.41 to $135,063.07.
When it comes to local education, the Rainy River District School Board saw fewer employees on the “sunshine” list­, although many who did make it saw a salary increase from 2008.
Tops at the Rainy River District School board for 2009 was former education director Jack McMaster, with a salary of $179,822—up from $162,719 in 2008.
Public board administration also with salaries over the $100,000 mark, and who also saw an increase in salary, included Superintendent of Business Laura Mills ($140,928), Superintendent of Education Heather Campbell ($135,259.00), and School Effectiveness Leader Sylvia Parker ($111,882.00).
The salary for Student Success Leader Casey Slack ($112,854) was lower than in 2008.
Principals returning to the list were Bill Daley ($100,008) and Gord McCabe ($107,480) while Dianne Thompson ($100,323)—who replaced retiring Robert Moore principal Penny Newman last year—was a new addition.
Local teacher Paul Elliot, current vice-president of the Ontario Secondary School Teachers’ Federation, was listed as receiving a salary of $154,845, up from $142,978 in 2008.
For the Northwest Catholic District School Board, Director of Education Mary-Catherine Kelly earned $186,045.50, up from $173,906.93 in 2008.
Both Superintendent of Education Al Cesiunas and Superintendent of Business Chris Howarth had salaries of $135,744.39—an increase from $126,223.40.
Other Catholic board administration earning more than $100,000 included School Effectiveness Leader Jo-Ann Querel ($120,420.58) and assistant to the director of education, David Sharp ($122,007.04)—also increased from 2008.
Separate school principals on the list included Teresa Dennis ($111,562.42), Brendan Hyatt ($111,562.51), Mark Lugli ($111,562.42), and Margot Saari ($111,562.42).
New to the list this year were vice-principals Ron Fryer ($106,140.33) and Patrick Rush ($103,533.78).
Besides Dr. Arthurs, the Northwestern Health Unit reported four other people whose salaries exceeded $100,000 in 2009, including Director of Environmental Health William Limerick ($106,784.63) and CAO Mark Perrault ($115,799).
New to the list in 2009 were Director of Finance Lois Bailey ($101,105.59) and Director of Health Protection Arlene Lesenke ($107,396.41).
The Director of Planning and Evaluation was no longer listed in 2009.
Meanwhile the number of employees on the list at Riverside Health Care Facilities, Inc. saw a decline this year from 11 to six.
Besides Woods, those on the list now include Rainycrest administrator Edith Bodnar ($109,373.13).
Manager of Human Resources Andrew Lesko ($100,959.30) saw a salary decrease while Vice-President of Clinical Services Lori Maki ($163,418.14) and Registered Nurse Marna Martin $113,418.26 saw an increased salary.
New to the list in 2009 was RN Shelley Gustafson ($101,218.29).
The Northwest Community Care Access Centre once again saw five employees make the 2009 list.
Senior Director of Client Services Paula Donylyk ($130,822.36), Senior Director of Corporate Services Linda McClelland ($131,754.92), and Executive Director Tuija Puiras ($173,012.90) each saw a salary increase.
There was a decrease in Senior Director of Performance Management and Accountability Dan Kukko’s salary ($112,641.80).
New to the list was Director of Client Services Ian Ritchie ($102,526.87).
The CCAC’s Senior Director of Human Resources and Organizational Development no longer was included.
For Treaty #3 Police Services Inc., almost a dozen officers were listed as receiving salaries topping $100,000.
This included Chief of Police Henry Delaronde ($130,038.20) and Deputy Chiefs of Police Larry Indian ($117,308.66) and Louie Napish ($117,937).
No other municipalities or First Nations within the district reported having employees paid over the $100,000 mark.
The complete version of the salary disclosure list is available online at the Ministry of Finance’s website at www.fin.gov.on.ca, including the salaries for certain public sectors such as the OPP, provincial ministries, Hydro One, and Crown agencies which are not organized by region.
As part of the Public Sector Salary Disclosure Act, the province requires all provincial government, Crown agencies and corporations, the Ontario Power Generation, Hydro One and its subsidiaries, as well as publicly-funded organizations, to disclose the names, positions, salaries, and taxable benefits of employees who are paid more than $100,000 in a year.
