Central Avenue re-opened to traffic But longer wait for underpass

FORT FRANCES—Local motorists can breathe a sigh of relief as all of the roadwork related to the Central Avenue water and sewer rehabilitation project should be completed by the end of the day Friday.
Central Avenue, from First Street East to the international bridge, has been re-opened for traffic. Crews were paving Scott Street, from Mowat Avenue to Central Avenue, on Friday.
“By the end of the day, everything will be back to normal,” Operations and Facilities manager Doug Brown said Friday morning.
“On Monday, we’ll take the signs down asking the trucks to go down Second Street, and they’ll be able to use their [regular] route again,” he added.
Brown said temporary lines will be painted on the newly-paved streets, as well, noting only one layer of asphalt is being put down this year.
A second layer will be put down next year during Phase 2 of the water and sewer rehabilitation project.
Some work in the Central Avenue area will continue next week as interlocking sidewalk bricks still are being installed, guard rails have to be put up, and some spot paving still needs to be done.
But none of this should affect traffic flow, said Brown.
Regarding the Portage Avenue underpass project, Brown said the concrete for the southwest approach wall has been poured, and in another week or so the forms will be stripped.
This will be followed by two days of backfilling.
Then crews will have to pull the sheet piles and repeat the process on the northwest portion of the wall.
Brown said the concrete wall on the west side of the underpass will be completed in the next three-four weeks, after which time the road will be re-opened to both lanes.
But he added the west sidewalk will not be ready this year, and through the winter pedestrians must continue to use the east sidewalk.
Once work resumes next spring, the west sidewalk will be built and opened for use while the east sidewalk will be eliminated to widen the road.
The underpass work is expected to be completed by next fall.
