Bylaws up for vote at council

Town council will have five bylaws on its agenda tonight, including one to authorize the entering into of a collective agreement with the Fort Frances Professional Fire Fighters Association.
The agreement covers a three-year period from Jan. 1, 2013-Dec. 31, 2015, and includes a 4.5 percent salary increase over those three years.
This consists of a 1.5 percent increase as of Jan. 1, 2013, a 1.5 percent increase on Jan. 1, 2014, and another 1.5 percent increase on Jan. 1 2015.
Council also is expected to pass a bylaw to amend the zoning bylaw in order to make the community garden at Lillie Avenue and Elizabeth Street West a permanent site.
There also will be a bylaw to amend the Traffic Control Bylaw to provide for traffic controls to accommodate the news “Kiss ’n Ride” student transportation programs at St. Francis, J.W. Walker and Robert Moore schools, to establish a loading zone on Butler Avenue for the UNFC “Head Start” program, and to reinstate full calendar parking on a portion of Fourth Street West.
Council also will vote on a bylaw to authorize taking title to certain lands in the name of the municipality, and to declare the lands as necessary for municipal purposes as a parking lot.
This is to make official the transfer of land from Resolute FP Canada Inc. to the town (this land is the parking lot behind St. Mary’s Church).
And there will be a bylaw to approve an agreement with the Minister of Transportation for financing under the Dedicated Gas Tax Funds for Public Transportation Program.
The public portion tonight’s committee of the whole meeting is scheduled to start at 6:10 p.m.
It will be followed by the meeting of council at 6:35 p.m.
Other business on the agenda includes:
•activity reports from the Administration and Finance, Community Service, Operations and Facilities, and Planning and Development executive committees;
•a request for support from the Alzheimer Society of Sudbury-Manitoulin re: a resolution in support of a national dementia strategy;
•a sign request from the Northwestern Ontario Emerald Ash Borer Task Force;
•a limousine agreement request from Kevin and Lisa Pocock;
•a recommendation in response to a Police Services Board financial request re: the 2013 OPP annual auction proceeds;
•Minutes of Settlement for gas distribution lines (2013), 250-252 Scott St. (2013), and 319 Third St. W. (2013);
•purchase card expenses for Fort Frances CAO Mark McCaig;
•a report re: officers and signing authority;
•2012 Municipal Performance Measurement Program results;
•a report on ongoing capital projects; and
•a report on the government dock at Sand Bay and its closure.
