Chapple nixes Sarsfield resolution

At its regular meeting last Tuesday afternoon, Chapple council gave its thumbs down to a resolution from Alberton requesting the Northwestern Health Unit board dismiss Dr. Sarsfield as its medical offficer.
Reeve Bill Clink and Couns. Peter VanHeyst, Rick Neilson, and Rilla Race all voted against the resolution (Coun. Mark Hyatt was absent).
Chapple joined Fort Frances council in defeating this request (Alberton and Emo councils both had voted in favour of it during their respective regular meetings last week).
Council defeated a resolution from the Township of Emo requesting that 50 percent of the 2001 surplus in the Rainy River District Housing Corp. be returned to the respective municipalities.
In other business, Chapple council confirmed the appointments of several officers and employees of the township and also authorized the borrowing of money to meet current expenditures of the council.
Council also authorized spending $444.41 for membership in the Association of Municipalities of Ontario (AMO).
Council did not support a resolution from the City of Thorold requesting the return of Hydro One Networks Inc. back to a not-for-profit company and distribute any surplus earnings to customers as a rebate.
It also nixed a resolution from the City of Pickering requesting that the federal government and the Canadian Food Inspection Agency be requested to take steps to establish the outer limit of the EAB infestation in southwestern Ontario.
Chapple council also did not support a resolution from the municipality of West Elgin requesting that all rural school closings be stopped and that the province re-commit to adequate funding of education.
Reeve Clink, Couns. VanHeyst, Neilson, Rilla Race, and Mark Hyatt, and clerk/treasurer Doris Dyson all were authorized to attend the 12th-annual general meeting and conference of the Rainy River District Municipal Association this Saturday (Jan. 25) in Stratton.
Percy Champagne and Don Venne from Voyageur Panel spoke to council concerning fire prevention. Champagne outlined the mill’s position as to fire protection and recommended to council that they work together to ensure the fire department meets the needs of all citizens.
Reeve Clink thanked both gentlemen for their attendance.
It was decided council would co-ordinate a meeting of a representative from the Ontario Fire Marshal’s office (Steve Richardson), the Chapple Fire Department, Voyageur Panel, and council.
Council thought it might be prudent to also ask someone from the insurance underwriters association to attend.
It was moved by Coun. VanHeyst, seconded by Coun. Race, that council be authorized to actively pursue the purchase of a pumper truck.
Jim Teeple attended the meeting and told council the township required a bucket for the loader and a flat bed for hauling equipment. Coun. Neilson moved, seconded by Coun. VanHeyst, that they tender for the purchase of a 1×3 yd spade bucket to fit a 644B loader (1981) and a 1×30 ton trailer with pindle hitch.
Teeple also noted they are looking for an update for their first aid training as some of the employees’ certificates have expired.
Also last Tuesday, council authorized that Dyson and Cheryl Hagen attend the election seminar being held in Dryden on March 26 as well as the conflict management skills seminar to be held March 19 in Thunder Bay.
