Chapple council holds monthly meeting

During its August meeting, Chapple council questioned the pile of steel at the waste disposal site.
Upon investigation, they found there is no market for steel at the present time, but as soon as one is found, the steel will be sold.
In other news, council has been unable to find any funding that would be available to stop up and close any open wells within the village.
Also this month, Coun. Rilla Race reported on a meeting with the Northwestern Health Unit in Emo on July 22. And the clerk’s report included a request that has been received from a local supplier concerning bedding plants.
It was explained the tender should be worded so that the contract could be renewed from year to year without retendering.
Council authorized the tender for the supply of bedding plants for 2004. Tenders are to be received no later than noon on Sept. 9.
The provincial Red Tape Commission is holding a meeting at the Chapple recreation centre Sept. 4. Municipalities from across the district have been invited to attend.
In other news, the sign at the cemetery requires repairs and some dead trees need to be removed from the site.
Chapple’s share of the DSSAB apportionment is now up to .0520 percent, council learned.
CN had notified council that additional work is to be done on the signals at the Main Street crossing in Barwick as well as at the Nighswander crossing, and asked if the township had any concerns with the project and scheduling as set out in the notice.
Council has reviewed the notice to undertake additional crossing signal work on Mile 115.10 and 116.17, and concurs with the project and scheduling as set out in the notices.
Meanwhile, Karl Van Heyst reported on the water treatment plant operations for July, noting the MoE had done an inspection there July 16-17.
Van Heyst also had contacted a well driller for information on the proper closing of a well and had received a price for both dug wells and drilled ones.
Road superintendent Jim Teeple told council that work had wrapped up on the bridges, which now completes the work needed to repair the damage caused by the last June’s flooding.
Roadside cutting has progressed well and should soon be completed, Teeple noted, and added ditching is being done along the Barwick Road.
Also at last meeting, council passed a bylaw to address the Ontarians with Disabilities Act, 2001 (ODA).
Council also passed a bylaw approving that Chapple share the costs to maintain a booth at the Emo Fall Fair to promote emergency management with the district.
Council also approved that Peter Van Heyst, Bill Clink, and Mark Hyatt attend the Northwestern Ontario regional conference to be held Sept. 18-19 at the Victoria Inn in Thunder Bay.
Two people, including clerk Doris Dyson, were authorized to attend the b basic emergency management “train the trainer” workshop that was held Aug. 8-10 in Fort Frances.
Council also approved an increase in councillor remuneration for next year in the amount of $110 for all meetings.
As the rate had not been increased for several years, council felt anyone interested in running for office in the municipal election in Nobember should know upfront what their remuneration would be.
The reeve’s monthly expense allowance is to be $200, effective Dec. 1, 2003.
