Changes to garbage collection proposed

The town has been asked to make a couple of changes to refuse and recycling collection, including discontinuing the practise of using back-alley laneways for pick-up.
In a letter to council, Eldon Mose of Asselin Transportation and Storage Ltd. requested that in the future, both residential refuse and recycling be placed at curbside by all residents.
This alteration “would alleviate the problems with the truck trying to manoeuvre in the back alleys in snow conditions, vehicle congestion, etc., and using the street would make the pick-up much more efficient,” he noted.
It also would assist in identifying addresses when required to write up a property for non-compliance report recording, added Mose.
He also requested the residential refuse collection in Areas 3 and 4 be altered by expanding Area 3 to include from Elm Avenue to Keating Avenue south of Highway 11–which currently is part of Area 4.
This “will help even out the collection areas to make each area more in line with each other for the daily collection routine,” he explained.
Council referred the requests to the Operations and Facilities executive committee for its recommendation.
Also at Monday night’s meeting, council:
•referred an e-mail from C. Dueck, Parent Council at Fort Frances High School, re: the sidewalk from the highway to the school entrance, to the Operations and Facilities executive committee for its recommendation;
•passed a bylaw to authorize the sale of certain municipal lands to Tbaytel;
•referred a $0.50 per capita contribution request from L. Plumridge, chair, Safe Communities Rainy River District, to the Administration and Finance executive committee for its recommendation;
•passed a bylaw to enter into an agreement with Crestline Coach Ltd. for the supply and delivery of one handi-van mini bus (Tender 16-CS-16).
•passed a bylaw to approve an agreement with Public Sector Digest for the completion of an Asset Management Initiative;
•passed a bylaw to amend bylaw 02/10-C for the purpose of fixing remuneration and benefits for elected officials (as previously reported, this will boost council’s full-day per diem rate from $150/day to $160/day and they also will receive an annual remuneration increase equal to what the management/non-union staff receive, which is 1.5 percent for 2017);
•passed a bylaw to authorize the entering into of an annual renewal lease agreement with Bearskin Lake Air Service LP at the Fort Frances Municipal Airport;
•passed a bylaw to approve a five-year lease renewal agreement with Melaire Ltd. at the Fort Frances Municipal Airport;
•passed a bylaw to approve an agreement with Nortrax Canada Inc. for the purchase of a tracked compact tractor at a cost of $88,825 plus the town’s portion of the HST, as well as the purchase of three attachments for $25,766.10 plus HST;
•passed a bylaw to approve an agreement with Lakeside Process Controls Ltd. for support services re: the Emerson Process Management control system installed at the waste water and water treatment plants (this is a three-year agreement at an annual cost of $35,147.67); and
•passed a bylaw to approve an employment agreement with Shane Freamo for his appointment as Information Technology manager for the Town of Fort Frances.
