Dear Mike:
Three months after I moved to Fort Frances, I was presented with a bill from the town for a sidewalk re-build in front of my new house three years prior.
Of course, I was a little upset that none of this was identified by the town during my lawyer’s title and lien searches.
Upon my plea to the town council of the day, I was told a sidewalk is not for the landowner, rather for all residents and visitors to Fort Frances, and landowner local improvement fees are required to pay a portion of the cost.
Now, 15 years later, it seems the procedure to decide who pays for construction of a sidewalk has changed—to be determined by the benefits to the landowner and not the citizens of Fort Frances.
