This is my recollection of the sequence of events regarding the current roundabout question. When this first came to council, we were advised that the approx. cost would be $700,000 – $1,000,000 for traffic light replacement versus $1,000,000 – $2,000,000 for the roundabout option. With government funding of 90% the cost to the town would be somewhat similar. We then needed to apply for funding for an engineers design report costing approx. $200,000. Once again we only need to pay the 10% but after the application failed, council was advised that a feasibility study was needed with a cost of $25,000. This was a 100% cost to the town. Throughout this, council was advised that in no way were we committing to the roundabout at this point. I’m not sure if another feasibility study would be required for any future work at this intersection.

Once the feasibility report is received, council is advised of the estimated costs for the traffic light replacement of $3,000,000 and the roundabout two lane being $4,800,000. The report breaks down the roundabout costs in somewhat of a detailed manner. The traffic light scenario had three lines. This report states that these amounts are subject to a plus/minus of 25-35% variance. Now during my time on council, I don’t believe that a single tender ever came in under the estimates given to council. Normally, we get numbers 25, 50 and even 100% above estimates.

Back to the estimates of $4,800,000 and $3,000,000 where we can assume costs coming in above estimates. Let’s assume a middle percentage of 30% over estimate. $4,800,000 plus 30% equals $6,240,000 for the roundabout. The traffic light route of $3,000,000 plus 30% equals $3,900,000. Now keep in mind that the government will only fund up to $5,000,000 of which the town pays the 10% or $500,000. $6,240,000 minus the govt. portion of $4,500,00 means we pay $1,740,000. In contrast, the traffic lights scenario would mean a total to the town of $390,000 based on these numbers. A substantial difference in costs to the taxpayer. Also regarding the traffic light option, it should be noted that myself and another council member have both spoken to engineering firm reps who suggest this scope of work for traffic lights should be substantially less.

Let me be clear. I am not against roundabouts in general. This is about costing in a time when funds are limited. I should also note that I have spoken to at least 150 people on this topic, and only four have expressed being in favour of this roundabout. To me, this is important. The taxpayers do not want a roundabout. This entire discussion has now been deferred to the next council in November. Should I return to council November, I would put forward a notice of motion at the first meeting with the motion coming forward at the second meeting. This motion would be asking council to direct administration to move forward with the traffic light replacement.
