Leash law needed

Dear sir:
I am inquiring as to whether Fort Frances has a leash law and if so, who enforces it?
We recently adopted a four-year-old ex-racing greyhound and she makes a wonderful addition to our couch. But yesterday, when out walking the dog, I was charged by two dogs–a rotweiler and a golden retriever–that were from a few houses down and across the street.
Their owner was yelling at them to return while my own leashed dog and myself had a stare down.
The owner of the dogs tried to assure me that they were friendly. Needless to say, I had some serious doubts about that as they growled and bared their teeth at us.
The dogs eventually responded to their owner’s commands after a tense few minutes and ushered them into her house without a word of an apology. When I related the incident to my wife, she told me she had seen the dogs loose before, and had turned and gone around the block to avoid them.
My understanding of a leash law is that it is to protect your dog and the rights of others. All dogs are required to be on a leash except when on the owner’s or caretaker’s property.
If the dog leaves the property, it is in violation of the law.
