Ruth Caldwell received the “Citizen of the Year 2016” plaque from Fort Frances Mayor Roy Avis during last night’s council meeting. Caldwell, 85, has been a long-time community volunteer. Most recently, she’s been spending her time at Rainycrest sharing her lifelong love of books with residents there.
