Ontario’s “sunshine list” was released last Thursday and once again, it appears education and health care salaries comprise the bulk of those earning $100,000-plus in the region.
For the fourth consecutive year, the average salary on the list has declined. For 2012, the average salary over $100,000 across all sectors decreased to $127,525 from $127,566 in 2011.
However, the total number of employees disclosed under the Public Sector Salary Disclosure Act increased by 11 percent or 8,823 employees from 79,589 in 2011 to 88,412 in 2012, which is consistent with the increase experienced in 2011.
Rainy River District School Board
Director of Education Heather Campbell made $175,077 in 2012, down slightly from $176,756.42 in 2011.
Assistants to the director Al McManaman made $133,849, while former assistant to the director Sylvia Parker made $131,572.
Superintendent of Business Laura Mills made $163,014, while Superintendent of Education Casey Slack made $145,483.
Manager of Information Technology Stephen Danielson made $115,303.00 in 2012.
Principals on the list include Leslie Barr Kellar ($115,192.00), James Chorney ($111,515), William Daley ($116,167), Pegeen Keffer ($121,407), Kevin Knutsen ($111,051), Gordon McCabe ($115,213), Lucinda Meyers ($111,592), Kendall Olsen ($111,592), Dianne Thompson ($121,708), and Kerri Tolen ($112,549).
Vice-principals on the list include Jennifer Baker ($106,490), Shane Bliss ($103,958), Anne Carridice ($105,049), Cameron Keast ($102,722), Donna Kowalski ($105,049.00), and Carla Magisano ($109,135).
Teachers on the list include Peter Burton ($100,368.00), Brian Church ($100,223), Chris Denby ($101,156), and Paul Elliott, who is now president of the Ontario Secondary School Teachers’ Federation, made $170,075.
Other teachers include William Fisher ($101,123), Nancy Gillon ($101,123), Brian Gustafson ($101,123), Kent Kowalski ($101,123), Gary Lipinski ($121,070), Kimberly McKinnon ($100,223), Lori Smith ($100,223), and Cecilia Stewart ($102,849).
Northwest Catholic District
School Board
Topping the list for the separate school board is Director of Education Mary-Catherine Kelly at $210,715.37. This is down slightly from 2011, when she made $214,055.26.
Superintendent of Business Chris Howarth made $141,442.84, slightly more than his salary of $138,698.40 in 2011.
Assistant to the Superintendent of Education, Jo-Ann Querel, earned $127,128.76, while human resources administrator Dina Gardiman earned $114,522.34.
Principals on the list included Kimberly-Anne Anderson ($104,569.43), Guy Durand ($116,233.75), Darlene Fejos-Rousseau ($116,233.75), Brendan Hyatt ($122,628.78), Susan MacLellan ($110,634.65), and Mark Lugli ($116,233.75).
Vice-principals on the list included Ron Fryer ($103,617.80), Jennifer Rathwell ($102,821.34), and Patricia Vinczeffy ($110,319.85). Teacher Daniel Maltais was paid $100,156.65.
Confederation College and Seven Generations Education Institute
Anne Renaud, director of the Confederation College—Rainy River District campus, made $106,214.51 in 2012, up from $102,518.25 in 2011.
Seven Generations CEO Delbert Horton made $109,805.17 in 2012, while aboriginal leader Brent Tookenay made $121,730.15.
Riverside Health Care
Facilities, Inc.
Riverside CEO and president Allan Katz earned $128,606.25 in 2012.
Lori Maki, Riverside’s executive vice-president and chief nursing executive, made $142,015.13, less than her earnings of $157,525.84 reported in 2011.
Rainycrest administrator Edith Bodnar made $110,160.41, staying at roughly the same level as the year before ($110,015.02).
Ed Cousineau, director of capital planning and engineering, made $111,328.06 in 2012, compared to $102,953.85 in 2011, while Henry Gauthier, director of corporate services, chief financial officer, and chief information officer, made $118,724.99, up from $115,338.47 the year before.
Tammy McNally, manager of care at Rainy River Health Centre, made $102,519.31, slightly above her 2011 salary of $101,012.91.
Director of Human Resources Janice Winik earned $101,344.28.
Registered nurses who made more than $100,000 in 2012 included Shelley Gustafson ($111,097.53), Marina Martin ($113,607.12), Shirley Scott ($104,873.23), Laurie-Lee Pollard ($101,778.99), Joyce Pennarun ($101,094.29), Katharine Taylor ($109,028.64) and Dianna Whalen ($102,401.71).
Former Riverside CEO and president Wayne Woods, who retired March 31, 2012, was listed as having earned $185,820.04 in 2012. (Riverside has noted that in addition to three months’ salary, Woods also received compensation for unused vacation and statutory holidays over his 13 years of service to the organization.)
Northwestern Health Unit
Meanwhile, the Northwestern Health Unit is sporting six fewer people on its “sunshine list” this year. Six managers had received pay equity compensation in 2011 for 2010 which boosted their wages that year.
Remaining on it are Medical Officer of Health Dr. James Arthurs saw his pay go up from $280,466.75 in 2011 to $292,340 in 2012, CEO Mark Perrault who’s salary decreased from $120,041.25 in 2011 to $119,600.89, chief financial officer Lois Bailey who earned $103,479.84.
North West LHIN
North West LHIN CEO Laura Kokocinski made $260,000.14 in 2012, up from $248,038.60 in 2011.
Brian Ktytor, senior director of health system performance, saw his pay increase from $175,798.46 to $180,265.02 while Susan Pilatzke, senior director of health system transformation, saw her pay jump from $173,408.33 in 2011 to $179,390.92 in 2012.
Heather Grey, senior consultant, planning and integration, saw her salary stay about the same at $115,279.90, as did Kevin Holder, senior funding, performance, and contract management consultant, who earned $117,685.10.
Liisa Simi, senior consultant of funding and allocation, earned $122,465.20.
Heather Murchison, senior consultant, planning and integration, made $110,853.08, about $5,000 more than 2011, while Andrew Wehrstedt, regional manager, project management office and change management, made $119,128.10, which was about the same in the year before.
Town of Fort Frances
Fort Frances CAO Mark McCaig topped the list for local municipal employees on the “sunshine list” in 2011.
McCaig made $135,339.09 in 2012, up slightly from $132,131.56 in 2011.
Operations and Facilities manager Doug Brown earned $102,886.40 in 2012, up slightly from $100,505.54 in 2011, while Fire Chief Frank Sheppard made $100,940.56 in 2012, slightly less than the $102,858 he earned the year before.
New to the list of town employees making at least $100,000 is treasurer Laurie Witherspoon, who earned $100,948.88 in 2012.
Social services/family services
Dan McCormick, CAO of the Rainy River District Social Services Administration Board, made $115,317.65 in 2012.
Vik Nowak, director of services for Kenora-Rainy River Districts Child and Family Services made $101,794.94 in 2012.
Legislative
Kenora-Rainy River MPP Sarah Campbell made $116,550 in 2012.
Police/ justice
Local OPP detachment commander Steve Shouldice earned $132,962.29 in 2012, up from $123,118.05 in 2011, which before he was promoted to his current position.
While there are about 50 OPP officers across the district, and some of them do make more than $100,000, all police names are listed alphabetically—not regionally—on the “sunshine list.”
This makes it difficult to determine which names, amongst the hundreds on the list, are those of local officers without unintentionally omitting some.
Treaty #3 Police deputy chief Terry Armstrong made $131,544.33 in 2012, while Sgt. Joseph Gervais earned $102,785.26 and Const. Scott Phillips made $108,622.30.
Meanwhile, Marc Bode, Regional Senior Judge for North West Region, made $284,967.62, an increase from $277,200.82 in 2011.
Judges on the list also include Dianne Baig ($264,832.58), Peter Bishop ($283,810.84), Joyce Elder ($264,832.58), Donald Fraser ($283,669.34), Jennifer Hoshizaki ($264,832.58), Alan McKay ($264,832.60), Joyce Pelletier ($264,832.58), and Frank Valente ($264,832.58).
Justice of the Peace Pat Clysdale- Cornell made $120,738.58 in 2012, up slightly from $118,867.64 in 2011.
Crown Attorney Robert “Buster” Young made $199,725.77 in 2012.
Overtime, retirement gratuities, and vacation pay are just some of the factors which can play into an employee making the list one year or not.
No other municipalities or First Nations within the district reported having employees paid over the $100,000 mark.
The complete salary disclosure list is available online at www.fin.gov.on.ca, including the salaries for certain public sectors, such as the provincial ministries, Hydro One, and Crown agencies which are not organized by region.
As part of the Public Sector Salary Disclosure Act, the province requires all provincial government, Crown agencies and corporations, the Ontario Power Generation, Hydro One and its subsidiaries, as well as publicly-funded organizations, to disclose the names, positions, salaries, and taxable benefits of employees who are paid more than $100,000 in a year.
