Bewildered

To the editor:
I wish to thank your newspaper for the balanced coverage of the April 9 budget meeting of the committee of the whole of council (Daily Bulletin, April 10). Your reporter managed to pull out some significant points and quotations from a meeting that could be described as chaotic.
The building committee of the library project had been invited to report back with a proposal for the project after the meeting with the architect on April 1. This is the item that was on the agenda and which we expected to discuss.
Our project manager was prepared to discuss the findings and proposal, and answer questions. Much to my surprise, the mayor and most of the councillors did not seem to be interested.
Near the end of the meeting, we asked if the architect could be instructed to work on the changes (reductions) to the detailed drawings so that if council decided to proceed with the project, we would be ready to go to tender.
Even though there would be no additional expense involved, the mayor and council said no. The project manager alerted them to the fact that delays could result in increased costs if we get into winter weather.
I am both disappointed and bewildered by their actions and decisions. It, indeed, will be a shame if all of this leads to the cancellation of the project.
