Sound logical?

Dear editor:
Our current Emo council wants to move our town forward by making it an attractive place to live—a place where our children will want to remain.
For the most part, they are doing a good job. I do, however, have to question some of the choices that have been made fairly recently.
The fairgrounds in Emo used to have a ball park located near the horse barns. When our town council decided to build a sports field, the ball park was relocated there.
Part of the reasoning for this was that the baseball tournaments disturbed the horses and other animals at the fair (that seems reasonable enough).
So town council went ahead and built an attractive and very welcome facility a kilometre or so down Emo Road. This facility is something our community can be proud of.
The only problem is that it is dangerous for our kids to walk or bike to this facility because it is on a gravel road and they get pelted with rocks from the traffic passing by at 70 km/h.
Fast forward to the present. Town council wants to bring an abattoir to Emo. Where do they want to build it? They want to build it in Emo, near the horse barns (you know, quite near the location where the ball park was that disturbed the horses).
I have been told that animals can sense a slaughterhouse. Will the horses be able to sense the nearby slaughterhouse?
Do you think this could have an impact on the behaviour of the horses at the fair—and at other equestrian events that are held on the fairgrounds near the abattoir site each summer?
Could this endanger the people who attend or participate in these events?
To recap, the sports field is built a kilometre or so outside of Emo, which makes it kind of hard for the kids to access, while the abattoir is to be built in Emo, where it will disturb the residents of Emo, as well as the animals at the fair and other events.
They moved a recreational area to an agricultural area and now are bringing a slaughterhouse into a residential area.
Does this sound logical to you?
