What gives?

Dear editor:
In growing up in this community, I have seen a lot of town-employed jobs lost to outside work.
The Public Works department did all our water and sewer, road, curb and gutter, and sidewalk projects. The district contractors also were relied upon.
Unfortunately, there are too many to even mention. But if you look at these companies, they are forced to cut back due to lack of work. The town now goes out for tenders, causing outsiders to be brought in to do our work.
Funny thing, they do the work, get paid, and leave. But wait, they’re back in three or four months to redo the job because of poor workmanship and get paid again. What gives?
You look back on the town employees’ work; it’s done right—and stayed that way.
Councillors, can you tell us why?
Curiosity beseeches me. Is the Fort Frances town council going to pass a bylaw stating any person going to the Public Works department on business require a current vaccination (tetanus) shot for their protection, or will they hand out neck guards?
